Enclosure of the Moerdijk Industrial complex

What is going to happen?
In the 1st half of 2006 the entrances to the port and industrial complex will be closed during the night. This concerns the following entrances and exits:

  • D’ Entree
  • Westelijke Randweg
  • Langeweg
  • Keeneweg
  • Veerdam
  • Appelweg

All roadways will be closed by means of sliding fences during the night. D’ Entree will be closed off by a rapidly opening and closing gate (speed gate) but will remain accessible to traffic at all times. All barriers will be provided with an intercom. Acoustic signalling in combination with camera surveillance alerts the security co-workers or the Moerdijk Port Authority Co-ordination Centre (HMCC) to passages near these entrances.


Trial period
To test the feasibility of the measures it is expected that in the first quarter of 2006 by means of a “trial” we will start to close the site on:

  • workdays from 00.00 hours to 05.00 hours
  • Saturday from 20.00 hours to Monday morning 05.00 hours

As far as the closing time is concerned, the period after the last shift change was chosen (approx. 23.30 hours) and before the start of the daily working traffic. This is not valid for Sundays, when the site is closed the whole day.

The environmental line will continue to be accessible on Saturday.

During closing hours access for road traffic is only possible via the main entrance on D’ Entree.

Bicycles will not be obstructed by this measure. There will, however, be physical measures taken to prevent motor vehicles from using the cycle tracks.

On the basis of the trial period, an evaluation will take place in the 1st half of 2006. If it appears that certain measures need to be adjusted at an earlier stage, this shall take place in consultation with the parties involved (business, municipality, fire department, police, etc.).


Accessibility

Controlled access to the port and industrial complex is always possible.

Accessibility for emergency services is guaranteed 24 hours per day.


Opening by HMCC

At all times (24 hours), the fences can be controlled remotely by HMCC personnel.

There have been extensive consultations on the measures to be taken with the police, fire department, ambulance service and municipality.

 

Surroundings

The enclosure has consequences for local traffic between the residential centres of Moerdijk and Klundert. As soon as the closure is initiated, the local traffic between the conurbations will have to take alternative routes.

In consultation with the Municipality of Moerdijk, a lot of attention will be paid to communication and information about this plan and the conurbations involved.
